2. Steve Tomlinson Waste Projects Officer Bolsover DC Recycling

Role includes Education and general waste issues as well as recycling General Services cover Blue Box, Green Bins etc Bolsover has a fair coverage of the blue box service – coverage is 65% but not larger volumes- there is a Central Govt target for achievement. Glass recycling tends to degrade over time and so lesser quality is obtained through recycling Essentially this material then gets used through the bottle bank and goes into aggregate. Steel and Aluminium is straight back into the industry. Paper also starts to degrade over time but everything paper gets back into use. Aerosols are also recycled apart from the plastic caps. Plastic can be taken to the Bolsover site at Markham Vale, And Tetra Paks are also taken there. Green Bin starts again in March On Textiles work with Salvation Army – ring the Contact Centre number and they will send bags out. Have new cap covers for the Blue Bins to keep paper in – available next month via Contact centres. Bolsover don’t make money out of recycling – it costs them to buy in the service

Q Recycling cooking oil is difficult because of contamination but it is being looked at by Derbyshire CC- disposal of this is an issue and people shouldn’t pour it down the drain.
The Green Bin can take all Garden waste up to small sized branches that all get chipped
No food products and No soil
Green Bin finishes at end of November
A Liner for the bin has been tried but they tend to split So compost receiver has required the bins without this.
Congratulations on the Green Bin it is judged a very good service.
Where can we buy compost? Bolsover supplier is not set up for this but will ask.
Derbyshire CC have planning permission for an In-Vessel composting plant at the Arkwright site.
This would take all organic products And would get a good product from this very quickly.
But not committed to the build yet –still developing the proposal
Q Grass clippings tend to get stuck at the bottom of the bin- suggested that if the material is moved around it will keep it loose and there are carbon pads that deal with the smell.
Composting facility and cardboard? why not have this in Bolsover?
The process relies on a mix of quota items It is hoped that the In-Vessel would have been operating by now – but it is delayed
Q Suggested in the papers that the National requirement is a reducing target DCC 350,000 tonnes allowed now reduced to 154,000 as a target This will be met by the treatment sites.
Generally finding that recycling tonnes and General waste tonnes are going down. DCC strongly targets recycling and waste minimisation working with producers and shops Looking at more public demand for less packaging.
Q High Street area – still have no green bins or blue boxes
Suggested inform the Contact centre and they will get one supplied
Q Possibility of rewarding people for recycling more has been mentioned
Tried this in Windsor but expensive to administer for no greater benefit.
Rushton have tried 3 bin-chip system but was counter productive
Tesco at Chesterfield store have a Green Club card scheme for recycling
Plastic and cardboard is very expensive to recycle and gets degraded
A recovery facility is needed but the quality is lost over time.
Often the blue bins are not returned to the same household. Unfortunately with the speed of the recovery system this cannot be guaranteed.
Broken blue boxes or green bins will be replaced as soon as people ask.

 

3. Richard Haigh Tesco Community Champion --0788 5285425

Richard has been in post for 18 months- based at Distribution centre at Barlborough aims to build relationships and understand local issues and activities. Can use Tesco resources to be actively involved in the local community. Social responsibility means being part of the community. He can use Money, Time and Resources. Tesco in the area have worked with a lot of groups from Barlborough and wider eg Soup Kitchen at Chesterfield and Civic Trust. Daffodil planting at Barlborough Working with schools – healthy eating, gardens renovation North Notts Community renewal at Worksop The community takes it over Rock Youth group Brimington- supplied seeds and tools Parent and toddler group supplied mats and half money with fund raising help. Would like to do more in Clowne Richard wants to help local groups. There is a Tesco fund for community projects.
Q local history group – this year have a big event planned for the 70 th anniversary of the War evacuees – Lowestoft link.
Invited Richard to visit the next group meeting.
CIB do work on the cenotaph planting Could Tesco volunteers help with painting the railings?
Tesco are recruiting 300 new staff for the distribution centre
Can distribute 1% of turnover pre-tax profits to charity £57m in 2008
Clowne Gala 18 September – Richard invited to attend the Gala group
Clowne and Barlborough Walking for Health group Have 45 members and need fund-raising help and advice
PCSO contact may be able to jointly work on things eg joint actions with kids If Clowne Store is extended then they would likely get their own Community champion locally.

Chair referred to the Flu jab presentation by Dr Collins Creswell Crags presentation And the War memorial damage

 
Highway Issues

A street walkover was to be held with Cllr Chris Jackson from Derbyshire CC -who was to have attended the last meeting. This will be on 23 February to review road issues He is Deputy Chair CC and Transport lead Look at all issues incl junctions, parking, 20 mph proposed speed, bus services and verges To invite him to attend a future meeting. Cllr Anne Western is also aware of this.

 

War Memorial

This will be repaired now by stonemasons Allan has a Lee Enfield copy- to make a replica to replace the one damaged Passed via the Parish Council to be made by the end of March 2 repair items needed to the baseCamera to protect the monument was suggested? Understand that there is work scheduled for North Road And Rectory road / Mill Street junction And Yellow lines around the Old College site? Derbyshire County Council are objecting to Bellway proposals on the Old college site- see Bolsover web site .

3 people have been apprehended and this and others should have an impact on the number of household incidents seen recently.There are normally 6 officers patrolling Clowne

Hope for one more at the end of the month. There has been a spate of burglaries in one area. So they targeted the area to raise awareness Have had more people out on patrolHave arrested 3 people – 1 male, 1 female and 1 juvenile

Distributed information leaflets and marker pens and general advice is to be more careful and keep property more secure to make it more difficult for these type of criminals.
 

7. Any Other Business

Fly tipping on Border Lane has occurred and has been dealt with after notifying Dog fouling is getting worse – esp Border Lane and The Stumps Creswell have issued disposable cameras to track people responsible? Mill St parking- Tickets have been issued by the Council wardens Cars are parking on the footpaths Although parking enforcement responsibility is generally with the Council. But only have 16 hours a weak for the whole of Bolsover north area Police can still deal with dangerous parking. Pedestrianisation was again mentioned and it was noted that all options are being looked at. Hope to get Cllr Anne Western to attend our meeting. Friday night problems have reduced significantly Have a Shop Watch radio system – with all linked in and linked to the CCTV operators- much more direct knowledge On Third Saturday a Police surgery is held in Tesco’s with a drop in session 10-12 for people to report and raise issues. Next Monday 22 nd is the regular Panel meeting 6pm at Community Centre Looking at Policing Issues and Priority profiles

3 priorities are

1. Anti Social Behaviour Harlesthorpe Avenue Clune Street
2. Parking on Ringer lane –school pick up at King Street
3. Tesco Car Park nuisance by boy racers


Speed limits
What can be done- more speed guns ?
Police have recently been operating on Creswell Rd
PC can find out what monitoring steps can be added
Parish Council do have regular meeting with police and this can be raised
Acknowledgement of deaths on the road by bereaved family is an issue
Police have said they would clear it
Attendance at Police panel meetings
Compared to our previous meeting attendance this has been low and discussion of options for future panels continues.
