Waste Management- Roger Spurr Derbyshire County Council

Glass / Electrical goods- anything that has a plug / Car batteries / Domestic batteries
Engine oil.
Parking for 30 cars and a slip road area, 3.5 ton van limit and no large trailers
Rubble  - will accommodate only 2 bags per week ( this covers 13% of waste) A new household waste recycling centre is being built at Duckmanton.
The development of the centre is from pressure on existing provision, the need to reduce travel , better recycling less to landfill and to meet Govt targets for recycling waste.
7,500 sq m on 2 acres with a split -level ( similar to Stonegravels centre.) off A632 roundabout. Planning approved and construction started in Aug 07 and  to be open early in 2008.
5-6,000 tons of waste each year.
It is for residents not for small builders etc
14% garden waste composting, 30% recycled paper, card, wood, metal
Gwynn Davis Staffs converts paper for newsprint

Hazardous waste is separated eg thermometers
Fridges ,TV’s etc
Clothes and textiles- one third goes for re-sale and the rest insulation etc
Leaves  half goes to landfill currently
So they are asking people to segregate the waste when they bring it to help achieve more recycling.

Questions from members of the Association then followed

Car tyres are accepted
This service wont’ affect the existing normal Bolsover household waste collection service
There is also a proposal at Arkwright for an in-vessel composting process
Asbestos sheet only accepted where it is incidental to other waste – but not whole roofs.
Suggested advertising the service on the Clowne Assoc web site

Operators on site will manage the builders coming to site and will direct them elsewhere .
For large volumes of garden waste direct access to the bins would help to reduce carrying distances and spillage
Employment is up to 12 Operators at busy times, but perhaps 3 at quiet periods.
There is no Revenue income generated as this will be a contracted out service from Derbyshire CC with waste recycling targets.

The rise in assaults is several from The Paddocks Childrens home on Slayley Lane.
Burglary Non dwelling figs are due to the Old college site
Oct was half term and Halloween
Old College site is a concern in risk and damage
11 people are subject to ABC orders to improve behaviour
There is a public forum – next is at Tesco Café 3rd sat of the month 15 Dec 10-12.
Association members raised concerns over the old College site where kids are in there causing damage all the time, the back of Church Street, Mill St people urinating, Rubbish from school children on Chestnut Drive.

On 1 Dec new powers are available covering drugs searches and traffic powers
 
Cllr Murray Carr Chair of Community Safety Partnership

Need to carry out a Strategic Assessment and find out community priorities. Need a 3 year Strategy by April 2008 on how we will tackle the agreed priorities and so Cllr Murray Carr would like to come back in January on this issue.

Cllr Murray Carr then covered a number of issues on crime in Clowne:
On the old College site
Bellway Homes, Birmingham are the new owners.
Have spoken to the manager and told them there was no security and have been given assurances
Spoken to planning and have requested a section 215 notice. This empowers Bolsover to do the safety work and charge the owner but so far little result.
Met Bellway with police and fire service.
There have been articles in The Derbyshire Times about how dangerous it is. The Chesterfield College left everything , equipment etc in the buildings and so it was a target for criminals and left services connected.
Bellway cannot begin demolition until the services are disconnected.
Belway have not made it secure and Cllr Murray Carr wants them to come here and see the site themselves.
The Paddocks Slayley Lane is one of two houses in Bolsover that cater for young people with disturbed family backgrounds ( the other is The Willows at Pleasley roundabout.)
They have met with the home managers to ensure clear controls are in place.
Parking in Mill Street
The Association were advised to speak to our County Councillor
Decriminalisation of parking means it moves to the County
Assaults on Friday night
A Violent Crimes Action Group is focussing on the night time economy
There have been two major confrontations in the last few months and has spoken to A division
The problems are focussed on a circuit of pubs plus the licensed outlet problems eg Tesco volume purchases and the attitude of people who come into the village from outside.
There are some pub management problems
Sgt Bentley and Sgt Mark Seston have targeted these pubs and have visited them with Fire and Rescue service with a clear message that they must improve.
There is an Internet web site with a Do It Yourself petition that people could use to complain about the lack of action.
Cllr Murray Carr has complained to the Licence Authorities about extended licence hours and monitoring how they operate. eg trained, badged registered doorstaff.
Met last week with Brewery Chain supplying 3 Clowne pubs and with the licence holder and told them about the problems and why one pub is open late till 2 with problems at closing time.
Looking at taxi pick up points. Seeking agreement with all pubs that they close at 12 and how they deal with under age drinking and drunken people. Want to tackle the culture of drinking with the licencees and people taking drink off the premises.
Want more CCTV information immediately
The message to licencees is either manage these issues or face the risk of a licence review and closure.

College site
Suggested contact Chris Mckinnie at Bolsover about the buildings being retained and security protection.
On CCTV and street drinking haven’t had the cooperation of the landlords.
Urinating in the street has resulted in arrests and fixed penalties
CCTV cameras have produced no benefits
In 2010 these should change to wireless and be monitored from the Police Station Sherwood Lodge.
Suggested ask someone from the Licencing Authority to attend the Association meeting
Feedback to Govt on the alcohol problems.
Cllr Murray Carr to be invited back to the January meeting
And contact names for the  Assoc. Chairman to contact eg Bellway Homes and Licencing Committee

Chairmans Report

3 New concrete Planters / tubs have been put in place – near the Cenotaph , on Mill Green Way and on Mansfield Road.
These have been put in place by the Association Clowne in Bloom group and are in memory of Phyllis Maxfield with donations paying for the planting.

The Groundworks Foundation did the work of filling the planters. The planters were obtained by the Chairman from the old college site thanks to the College and Maxam
 

The Cross

This is still not lit and has not been handed over to the Parish Council.
The Chair of the Parish council was invited to a History Group meeting.
The Parish say that they are not taking ownership because The History group have a small pin ( approx 3 inches long) from The Cross that is 350 years old and the Parish want it. Apparently The Parish have said that they will not talk to The History Group until they are given the pin!
The History Group have stated that they simply want a guarantee that the pin will stay in Clowne, rather than being sent to Derbyshire Records where no one locally will see it.
They are prepared to hand it over if this guarantee is given.
The Chairman of the History Group rescued the pin from the demolition before it was thrown away by the people demolishing The Cross.

 
Footpath at rear of “Davenports”- Cenotaph to Tesco route

Chair has spoken to Anne Western Derbyshire CC
Aldi will be required to put in a new dog-leg route of the existing path at the side of the Tesco petrol station.
Derbyshire CC did not get the right footpath route approval when the old path was originally diverted and so the existing access route is not legal and this new dog-leg route will be put in when Aldi develop. Construction between now and April/May time. The old Davenports owner has complained to Bolsover DC about the safety issues of pedestrians crossing their land where vehicles are moving.

 
The raffle had 19 prizes and people were thanked for their donations
